State House House Anti Corruption Unit Arrests Gulu District Principal Commercial Officer For Mismanaging PDM Cash

The State House Anti Corruption Unit boss Brig Gen Henry Isoke has confirmed the arrest of the Principal Commercial Officer of Gulu City Council, Nixon Atemo over mismanagement of Parish Development Model (PDM) cash.

Isoke ordered Atemo’s arrest during his tour in Northern Uganda where he is probing the extortion and mismanagement of the PDM funds.

”The arrest is aimed at aiding investigations into complaints surrounding the alleged abuse of the program within the city. Atemo is the focal point person in charge of financial inclusion pillar three of PDM,” said Isoke.

The Aswa River Region Police Commander, Damali Nachuha, confirmed that Atemo is being detained at Gulu Central Police Station pending further investigation.

On Thursday, Brig Gen Isoke assured Ugandans that he would investigate all their issues and find out the reasons behind all the ‘kawukumi’ around PDM funds.

President Museveni early this month put corrupt officials on notice over the PDM cash.

He noted, “The wananchi (locals) told me of parasites that were swarming around the Parish Development Model and Emyooga money; if anyone touches on the Emyooga money, I will deal with them decisively; these thieves are not very clever…and if you steal, we shall come and find out.”

He repeated his warning to officials he said are lurking around to dubiously misappropriate the Shs100 million per parish funds, saying he will handle them viciously.

“Do not worry; anybody who messes up, we shall mess them up as well.”

More About Anti-Corruption Unit

The State House Anti Corruption Unit (SH-ACU) in one year, 2022, managed to recover Ugx35.484bn from corruption masters of this country, the annual report revealed.

The Unit also managed to arrest and arraign in court over 448 suspects. Among these, courts convicted 70 culprits including government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.

Launched on 10th December 2018, SH-ACU coordinates with all constitutionally mandated agencies to ensure corruption free country.

The Unit also acts as a link between H.E. the President, citizens, and Anti- Corruption agencies in relation to Anti-Corruption issues.
