Opposition MPs Move Motion To Censure Security Minister Jim Muhwezi Over Failure To Respond To Torture Cases, Arbitrary Arrests

Kampala: The Opposition members of Parliament have moved a motion to censure the Minister of Security Maj Gen Jim Muhwezi for failing to respond to cases of torture, arbitrary arrests, and missing persons in the country.

This was revealed by the Leader of the opposition in parliament Mathias Mpuuga saying their two weeks protest without attending plenary is still on further accusing the security minister of abdicating from duty, being incompetent, and unfit to be in this office.

“We have resolved to invoke rule 109 of the Rules of Procedure and Article 118 of the constitution to censure the minister of security because he over the last one and half years has been receiving complaints from the public” Mpuuga announced.


“I laid documents in parliament in his presence; all the complaints of the public of torture, murder, disappearances and he didn’t respond even when literally cajoled to respond.”

“I have now written to the Clerk and to the Office of the Speaker and Deputy speaker informing them of our notice of secure,” he added

The MPs also announced that they would put in place a “Public Complaints Register” book and phone numbers where all victims of torture can report throughout the country.


Today, Tuesday, the Security Minister is expected to present before parliament an official statement on the torture claims as directed by Deputy Speaker Hon Anita Among last week

Last week the opposition MPs stormed out of the house after the minister failed to show up.
