Kampala: Following a directive by the Inspector General of Police Martin Okoth Ochola to the director of traffic police to impound all vehicles belonging to city socialite Charles Olim, a.k.a Sipapa for being a nuisance on city roads.

Earlier this week, police spokesperson Fred Enanga revealed that IGP made the directive after the matter was brought to his attention following several complaints from the public about Sipapa’s rampant behavior and impunity on city roads.

“The matter was brought to the attention of the Inspector General of Police. It has been well acknowledged and instructions to the Police Traffic and Road Safety Director to ensure the vehicle is traced wherever it is,” Enanga said on Monday

Without indulging in much details, the Chief Political Commissar, AIGP Asan Kasingye revealed that one of Sipapa’s cars has been impounded and is parked at on of the police stations as investigations are yet to commence,

“This vehicle belonging to Sipapa is now impounded by Police Uganda,” Kasingye wrote on Twitter.

Over the weekend, a Twitter user identified as Ben Jastt said that Sipapa knocked on his car and threatened to shoot him before he took off.

“Hello, @AKasingye @PoliceUg kindly help. One SIPAPA driving a numberless black land cruiser VX V8, driving in a wrong line!! Knocked me and because he was armed and also had armed UPDF soldiers in the car, threatened to shoot me because I am inferior and drove off,” he tweeted.

However, Sipapa said Ben only tweeted because he wanted social media attention and followers.

On several occasions, road users have accused Sipapa who moves in a convoy of two vehicles with armed UPDF Guards of knocking other road users, especially motorists, and taking off after threatening them with guns.

In 2020, Sipapa’s convoy caused a commotion after he opened fire at a group of National Unity Platform supporters in Kamwokya near the offices leaving a number of them with injuries.

The same matter was raised over the weekend by NTV journalist Andrew Kyamagero noting that the ‘mighty’ Sipapa who was driving a numberless vehicle in the company of armed security personnel had knocked another person’s car before threatening to shoot the victim and later took off.

Enanga further assured the public that the matter will be handled with urgency noting that he would soon reach out to the Traffic Police director to find out whether Sipapa’s vehicle has been impounded or not as had been directed by the IGP.

“We shall generate a report to be shared with the respective authority to ensure action is taken. We just need to get to know how far with the directive.  It is something acknowledged by the IGP and instructions given to the director” he added.
