 Kampala: Members of Parliament have agreed to contribute Shillings 554 million to support Jacob Oulanyah’s Education Trust Fund to support and care for the dependants who have been under the fallen speaker’s care.

Before he died, Oulanyah had through his efforts secured bursaries for over 100 students at Seroma Christian High School in Mukono and other students including his own biological children are pursuing professional courses overseas.

While addressing mourners paying tribute to the fallen Speaker at Kololo Ceremonial Grounds in Kampala on Wednesday, the Speaker of Parliament Anita Among Annet disclosed that the lawmakers resolved to support the initiative.

According to Anita Among, the money will be deposited in the Foundation’s Bank account and will be managed by Chief Justice, Alphonse Owiny Dollo.

“Yesterday, as Parliament of Uganda, we paid tribute to Rt Hon Jacob Oulanyah. We made a resolution to promote the legacy of Jacob Oulanyah, and agreed to contribute 554 million shillings to the Jacob Oulanyah Education Foundation,” she said.

In his acceptance speech to manage the said account, Owiny Dollo noted that Oulanyah’s orphans will continue with their education until they reach their highest level of achievement.

“Our vow we who Jacob Oulanyah meant everything, is that his children will continue with their education where they are. They will continue to the end of their highest level of achievement. We will pay back Oulanyah through his children,” he said.


“Let us pull our resources together [for Oulanyah’s children’s education]. That is when we will prove what we say about Jacob Oulanyah. It’s my vow that Oulanyah’s children will not suffer,” he added.

Oulanyah died in Seattle, USA on March 20th, 2022 where he had been admitted for specialized treatment after serving less than 10 months in office.

According to the medical report from Seattle, Oulanyah died of multiple organ failure.

This was also confirmed by the Health Minister Dr.Jane Ruth Aceng while addressing parliament to answer queries from the public about the cause of Oulanyah’s death.

“The immediate cause of death was a multi-organ failure. The heart failed,  the lungs failed,  the liver failed and the kidney failed,” Dr.Aceng told parliament.
