Local Gov’t Commission Secretary Lawrence Banyoya Mysteriously Dies After Appearing Before Parliament’s Committee

President Yoweri Museveni has appointed Maj Tom Magambo who has been in the Internal Security Organisations(ISO) as the new police Criminal Investigations Director.

“President Museveni has promoted Private Tom Magambo to the rank of Major and appointed him Director Criminal Investigations of the Uganda Police Force,” the acting UPDF spokesperson, Lt Col Ronald Kakurungu said in a statement.

Kampala: Lawrence Banyoya, the Secretary of the Local Government Commission died yesterday after collapsing in office shortly after appearing before the parliament’s committee.

According to sources at the ministry, earlier in the day, Banyoya together with the Minister for State for Local Government Victoria Busiinge Rusoke and other members of the Commission met the Public Service and Local Government Committee of Parliament.

It is alleged that after the meeting, Banyoya returned to the office where he collapsed at around 2 pm.

He was immediately rushed to Nakasero Hospital but unfortunately, an hour later, the doctors at the facility announced him dead.

The cause of his death is still unknown as his family is still waiting for the postmortem report to announce burial arrangements.

The Local Government Finance Commission (LGFC) is an autonomous arm of government responsible for advising central and local governments on issues of fiscal decentralization.

The Commission was established under Article 194 of the 1995 Constitution and has been operational since February 1995 following an official launch by former Local Government Minister Bidandi Ssali.

The Commission is constituted by seven members appointed by the President; four of which are nominated by the District Councils (3) and Urban Councils (1).

The other three are nominated by the Minister responsible for Local Governments in consultation with the Minister responsible for Finance, Planning and Economic Development.
