Gov't Unveils New Guidelines To Streamline Boda Boda Operations In Greater Kampala

Kampala: In a bid to establish organized and have controlled operations of the Boda Boda business in the central business district, the government has outlined new measures under which they would operate as well as enabling the government to regulate the sector.

The Inter-Ministerial Committee composed of Ministry of Kampala Capital City and Metropolitan Affairs, Ministry of Local Government, Ministry of Security, Ministry of Works and Transport, The Uganda Police Force and representatives from boda boda Associations from the five divisions of Kampala Capital City had a meeting on 20th January 2022 and came up with resolutions to guide on the operations of the boda boda industry countrywide.

According to the resolutions, KCCA and other authorities at municipalities, district and division levels will be in charge of gazetting boda boda stages within Kampala. The leadership of these stages should be formalized and known. Any stage that shall not have been gazetted will be illegal.

KCCA will also conduct training of boda boda operators in collaboration with Uganda Poice Force,and Uganda Driving Standards Agency.

Furthermore, the ministry of works and transport will collaborate with Uganda Licensing System and the Uganda Police Force to ensure that the boda boda operators are tested and issued with driving licenses upon completion of training.

Gorvernment also revealed that all boda boda riders will be required to have National Identification Number in order to be registered or register motorcycles which will also bear specific markings.

According to Ministry of works and transport, boda boda riders will be required to have uniforms (reflector jackets) with registration details using QR-Code and these will be identified by their area of operations.

The Ministry of Works and Trasport noted that it is  in the process of negotiating the permit fees with Uganda Driver Licenslng System under the Uganda Security Printing Company (USPC) and other relevant authorities and boda boda riders shall be guided on how to pay for the User fees.

Early last month, members of Parliament tasked the Kampala Capital City Authority (KCCA) to decongest the Central Business District (CBD) by removing Boda Boda riders and reducing public service vehicles, however removing boda bodas seems impossible for now.
